About ANCC

Afghanistan National Re-Construction Co-ordination (ANCC) is professionally managed committed Afghan, nongovernmental, non-political and nonprofit development oriented organization. It was established in 1994 to meet the dire needs of vulnerable Afghan refugees and internally displaced families at the time of civil war and factional fighting followed by Soviet Union’s invasion of the country and troops withdrawal in early 1990’s. Earlier it was registered with UN coordination body for Afghanistan in Pakistan. Presently, ANCC is registered with Ministry of Economy under registration number 117. Its main area of work is community development with participatory approaches. ANCC head office is located in Kabul and operating in the central, southwest, west and east regions of the country.

Job description

Job Description:
The  HR Officer will also have an ability to distinguish between conflicting demands, scheduling, and planning in order to meet priorities and deadlines. He is further tasked with tracking all matters pertaining to employee and recruitment.
The  HR Officer also takes initiative in enforcing the importance of complying with the HR policies, procedures, and processes. He also has the duty of 
Collaboration: The role of the HR Officer is a collaborative one where he liaises with the finance department and provides essential information that ensures that pay roll is carried out in accordance with policies
The  HR Officer also works closely with the program Heads, finance and senior management in the development of the business’s overall human resources strategies to guarantee the implementation of HR best practice across the business and in accordance with specified business objectives rule of law.
The  HR Officer is additionally tasked with ensuring that all payroll instructions are prepared, logged, and submitted to the finance section in a timely manner, meeting the business’s monthly payroll run, for example, new starters, contractual variations, leavers, benefits, and contractual benefits.
Respond to human resources queries from staff in the unit and elsewhere in the program;
Manages the day-to-day human resources activities as (timesheets, leave requests, contracts, providing reports when required).
Ensures the accuracy, completeness control and quality of both the recruitment and personnel files of the whole process;
Being well aware of all HR policy and procedure (Labor laws, civil servant law, World bank HR procedures, Code of Conduct)
Contribute to strengthen coordination and collaboration within teams and across all teams maintain and ensure constructive communications build team morale within individual teams and within the whole ANCC contribute to a positive working environment
Making sure that all the internal and external correspondence are placed in right files

Recruitment and Selection: 

The  HR Officer also plays a major role in selection and recruitment where he/she carries out administrative duties, for example, the preparation of recruitment documents and materials, organization of the recruitment timetable, drafting and placing adverts, administering recruitment campaigns based on ANCC recruitment policy, sitting on interview panels, and administering tests. In this position, the  HR Officer also ensures that the HR recruitment team complies with safe recruitment practices and compliance inclusive of background checks.

On-boarding and Induction: 

The  HR Officer will process with new employees are taken aboard and indoctrinated, for example, preparation of contracts, volunteer agreements, as well as the processing of all pre-employment checks.
The  HR Officer additionally conducts induction meetings with new employees and liaises with departmental heads and managers in ensuring that they are fully aware of their roles and responsibilities in the induction process.
In this capacity, the  HR Officer also oversees and records the business’s probationary/annually appraisal cycle and training needs.
The  HR Officer plays an analytical role ensuring that the human resources database consistently and accurately reflects the current staff details and conditions.
This is inclusive of inputting starters and leavers, changing of details, contractual amendments, annual leave, and the recording of sick and other leaves.
In this capacity, the  HR Officer creates appropriate reports from the human resources database for monitoring and auditing employee data, training, and performance, among other processes.
The  HR Officer also monitors, analyses, and reports on the success of implemented administrative policies to ANCC senior management.

The  HR Officer provides day-to-day advice to departmental heads, managers, and employees on general HR related policies and procedures, forwarding issues that are more complex to the ANCC senior management.

Other Duties: 

The HR Office also performs similar administrative duties as are necessary for the proper execution of his duties and duties as delegated by ANCC senior management.

 
Job Requirements:
Bachelor’s degree in social Sciences (Business Administration, Law, Economy or Public Administration), and any other related field
Having at least 5 years’ experience in similar positions with NGOs
Good written and oral communication skills in English/Dari and Pashtu and having strong computer skills – (knowledge of working on MS Excel and MS Word are must).
Excellent organizational and interpersonal skills with a service-oriented outlook.
Committed and ability to work for long hours when required.
Ability to work under pressure and prioritize tasks.
Able to persuade and negotiate with people to ensure that standards are met
Strong analytical and communication skills.
Management and team leadership ability
having the required skills in general management
