Title: Project Monitoring and Evaluation Focal Point
Dept. / Location: WGE of Herat with traveling to Ghor Province
Reports to: Project Manager/Program Coordinator
Description: The Project Monitoring and Evaluation Focal Point will be based in VWO Herat Office and traveling to Ghor province. The project Monitoring & Evaluation Officer will work full time for the project and he/she will be responsible for the effective project implementation in the WGE Project. He/she will report the day-to-day activities to the Project Manager/Program Coordinator
Responsibilities:
Visits of field offices for the purposes of monitoring and reviewing M&E system according to laid out mechanism for WGE.
Conduct direct/physical monitoring of the field and have regular contact with beneficiaries.
Follow up of given feedback to field staff and make sure that the project staff has made changes accordingly or not.
Monitors project progress against the project work plan.
Work on the project related reports (monthly, bi-weekly and others) and submit to Program Coordinator/Project Manager
Support project in developing sound data collection tools, including baseline surveys and rapid assessments that can provide accurate and timely information on project indicators and other information needs.
Improve capacity of project field staff in quantitative and qualitative data collection through delivering trainings and on the job support.
Work with field staff to check the M&E tools for accuracy and make sure that the tools are filled-out properly.
Works on project KOBO online report and submitted accordingly
Assist WGE project development and update M&E frameworks which provide sufficient details on monitoring their performance, including what will be monitored, how, when, and by whom.
Avoid, transform and solve problems/conflicts in the working area.
Encourage the community for projects’ post-completion maintenance.
Preparing the community for formal turnover of the completed project.
Any other relevant task given by the immediate manager.

Position Requirements: (Qualifications)
Bachelor degree (Preferably, Business Administration, Public Administration, Finance, Accounting or relevant field.
Minimum of 3 years’ experience in monitoring and evaluation section in National or International Organization.
Flexibility and ability to change gears to meet tight deadlines
Spoken and written competence in English, Dari and/or Pashto
Excellent interpersonal and communication skills
Ability of traveling to Ghor province and its districts.
Ability to work under pressure.
Ability and willingness to travel inside Afghanistan and overseas as requested
Ability to write qualified reports
