Job description

Job Description:
Support the most vulnerable children and their families through provision of integrated, age-appropriate and gender-transformative child protection interventions in Nangarhar province through provision of multi-sector services such as knowledge capacity of community members and leaders, strengthening community-based structures and mechanisms through conducting training on GBV, PSEA, MHPSS/PFA and other required messages. Girls and boys and their families affect by emergency, armed conflict are benefiting from lifesaving interventions, based on the CCCs and emergency, peace and development of nexus. It will aim to sustain and strengthen the child protection system including the capacity of the social workforce and other specialized child protection service providers. (Beneficiaries: Child protection service providers).

 

The Finance Officer is responsible for the overall management, administration and planning of financial affairs. He/she monitors the finance activities of CDRO, and ensures the proper financial support and implementation of the strategy for achieving the goal of Child Protection (CP) project. He/she is responsive to the orders issued by CDRO Project Manager, and Managing Director on all finance, project related issues and prepares reports as needed. He/she coordinates all finance related activities with the CDRO Finance Manager. He reports to the CDRO Finance Manager in coordination with Project Manager of the CP program in Jalalabad provincial office.

 
Job Requirements:
Set up proper accounting procedures, systems and internal controls to ensure that proper monitoring mechanisms are in place; identify weaknesses and address them immediately
Manage the financial software and bookkeeping of CP projects’ budgets
Track and oversee budgets and expenditures, controlling cash and revenue expenses
Integrate and adjust internal financial systems for optimal efficiency, paying bills and taxes, preparing and submitting periodic finance reports to management and donors as required
Assist CP Executive Director and Project Manager on the financial status of projects and programs (including pending and approved budgets, contributions, confirmation, etc.)
Ensure that bank reconciliations of CP accounts are regularly performed and reviewed by designated officials
Ensure proper maintenance of vendor accounts and timely clearance of outstanding advances and other receivables
Routinely monitor financial reports and transactions, investigating unusual transactions and informing executives and program management of the results of the investigation when satisfactory answers are not obtained
Maintain confidential files on all contracts
Schedule payments and other remittances for subcontractors in coordination with Project Manager and Program staff.
Manage and deal with all financial documentation such as voucher, payroll, bills, exchange currency, cash book, bank book, preparing budget and financial reports, petty cash expenses
Allocate monthly petty cash for daily operating expenses in coordination and as per requirement of Administration Officer
Ensure that financial and accounting policies and procedures are maintained and followed according to CDRO financial policies
Monitor cash flow, and ensure that sufficient funds are always available for programs and tasks
Administer, supervise and develop the finance system and internal accounting controls; integrate financial and statistical information into a comprehensive financial recording and reporting system
Other skills:                 

Computer skill at operator level, especially with MS Office packages.
Fluency in English and Dari and/or Pashto, both written and spoken
Interpersonal and communication skills
Team worker, analytical, and troubleshooting skills
Experience of planning, reporting and budgeting
Ability and willingness to travel to the project sites within Eastern Region and adjust to CDRO environment.
Honest, proactive and well mannered.
