Scope of work: 

SCA's ABADEI project aims to improve the livelihoods of women engaged in natural resource-based livelihoods and home-based farm and non-farm sectors in Afghanistan while also climate-proofing critical infrastructure for human security, and enhanced resilience for multidimensionally poor households. The project is implemented in 4 provinces in the North-East region.

SCA is seeking for Social Organizer/Community Mobilizer for an anticipated Area-Based Approach for Development Emergency Initiatives (ABADEI) project funded by UNDP.

Under the supervision of the Livelihood/ Enterprise Development Officer, the Social Organizer/ Community Mobilizer will be responsible to curry out community mobilization and sensitization, and manage relationship with the target communities and SCA/ABADEI project. The Social Organizer/ Community Mobilizer are primarily tasked with mobilization and providing practical assistance in assessment and identification of multidimensionally poor households. The Social Organizer/ Community Mobilizer will provide support the livelihood, trainings and other needs of the community by organizing and conducting meetings. The Social Organizer/Community Mobilizer works closely with Livelihood Assistants in the target districts and directly report to the Livelihood/ Enterprise Officer and Provincial Manager

Main Responsibilities:

He/she is primarily responsible to establish linkage with community leaders in the target areas of project
Identification and mobilization of community Shuras in selected communities.
Interacts with communities and community leaders.
Organize meetings including awareness in mosques and other formal and informal gatherings at the targeted communities.
Mobilize existing community-based platforms including religious leaders, community elders on their roles and responsibilities.
Conduct monitoring, follow up and supportive visits from the targeted areas.
Conduct any awareness raising sessions and surveys.
Identify the right beneficiaries at the community level and select the beneficiaries.
Conduct follow – up and supportive field visits (90% field visits).
Contribute in the distribution processes.
Facilitation for beneficiaries’ selection of emergency response in the targeted district.
Overall responsible for capacity development, Mobilization activities, community-wide meetings, awareness, task forces, coordination meetings, conflict resolution and good coordination with key stakeholders.
Read, understand, and apply the project operational manual in the area of responsibility
To provide technical support to the TVET centers, MSMEs groups, Associations and Producer Groups with close coordination of Community Development Councils (CDC).
Conflict resolution in the community/CDC and tasks forces.
To facilitate the community to plan and prioritize their development projects.
Keep update data, proper documentation, filling and reporting to immediate supervisor in a timely manner.
Facilitation for beneficiaries’ selection of emergency response in the targeted district.
To establish a good coordination and communication between different councils, representatives from governmental departments, civil society organizations who are working toward the promotion of livelihood.

Qualifications & Requirements:

Experience:

A minimum of 2-4 years of relevant experiences (community mobilization, community engagement, community development) with I/NGO or UN agencies and government.

Other requirements:

Fluency in local languages (Dari and Pashto) both written and spoken. Basic knowledge of English is an asset.
Computer skill at operator level, especially with MS Office packages
To have a very good communication and influencing skills with communities.
Problem solving skills, considering the cultural sensitivity and having flexibility to adopt with the culture.
Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational
Experience of planning and reporting.
Background/familiarity with community mobilization and asset creation projects would be an advantage.
Documented familiarity and Experience of community development projects, training at grass root.
Familiarity with the District where SCA operates
Team worker, analytical, and troubleshooting skills
