Job description

Overall Responsibilities 
Technical and practical support to the project on Technical Vocational Educational Training, specifically in the development of opportunities in the health sector and with a special focus on women. The role supports the project to meet the demand for skilled professionals in the local economy, including the delivery of basic services to strengthening the resilience of Afghan society in the area of health care, with a special focus on maternal health. The role supports development and implementation of flexible instruments for this purpose, such as the promotion of local and international Non-Governmental Organizations (NGO) and grassroots service providers. 
Tasks 
Support the project Advisor in the overall management and conceptual design. 

In line with the implementation approach "with women for women", support development of tactics and strategies for demand-oriented and gender-sensitive qualification measures in the health sector for selected specialisations. 

Support the guidance to international and national NGOs as well as health education providers on the design and delivery of qualification measures for health staff. 

Assist in the planning and managing of project activities to achieve the project objective. 

Support advising NGOs on compliance and GIZ standards in contract management and administrative procedures. 

Engage in planning and supporting the monitoring of project progress. 

Support preparation of financing agreements and consultancy contracts in the area of health services and manage their practical implementation. 

Support exchanges with other development partner and implementing organizations and fostering common learning through engagement in appropriate platforms.

 
Job Requirements:
Education:  
University degree in the field of health, public health, health economics, or social sciences.  
Professional Experience: 

5-7 years of experience and sound knowledge in the fields of clinical/technical education. 

Good understanding in effective engagement with Health Sector stakeholders. 

Experience in the relevant coordination platforms of the Health Sector. 

Professional experience in the context of international Development Cooperation. 

Leadership / Management experience in health services delivery is an asset. 

Leadership / Management experience in health professions training is an asset. 

Experience in health services monitoring is an asset. 

5-7 years of experience with NGOs is required. 
Other experiences and skills (e.g. language, IT-skills, social and personal skills, etc.) 

Very good knowledge of MS-Office applications 

Business fluency in English and Afghan languages. 

Very good organizational skills, a high degree of flexibility, resilience and a respectful, credible and confident manner. 

Excellent spoken and written communication skills and a high degree of cultural and gender sensitivity. 

Ability to work in a team, and readiness for action.

The Forest Landscape Restoration (FLR) project aims at restoring forests and at increasing resilience in communities in six provinces of Afghanistan. Participatory landscape management plans are developed at village level. By establishing and working with local, regional and national NRM structures for participatory and conflict-resolving land use planning and the restoration of forest landscapes, conflicts at the local level are be reduced and a multi-stakeholder dialogue initiated.
