Job Description:
Main Responsibilities

Under direct supervision of Education Project Manager, the incumbent ensures smooth implementation of CBE, NCBE, Coaching Classes and IE interventions in mainstream schools within the set timeframe and available resources.
Focuses on improving the quality of education interventions through assessments, field visits and on spot supervision.
Keep contact with relevant stakeholders at the RMO level, particularly with the Provincial and District Education departments.
Play active role in preparation of the annual work plan and budget for the project.
Make sure smooth, effective, and efficient budget utilization and provide justifications in case of deviations.
Act according to the policy and regulations of SCA and education directives.
Promote an attitude of team spirit with a strong focus on quality.
 Supervisory Tasks:

Continuously monitor implementation of guidelines and manuals particularly CBE and Inclusive & Child-Friendly Education (ICFE) policies for quality improvement in CBE, N-CBE.
Develop monthly progress reports of the project activities in his/her supervision.
Compile and Provide inputs for quarterly reports and success stories.
Frequently supervise Education Programme all activities in the field, at least 50% of time should be in the field.
Follow up on the activities related to the school improvement plan in all SCA-supported schools.
Supervise the implementation of the project plans and budget utilization in his/her capacity.
Perform any other official job assigned/delegated by the Education Project Manager.
Technical Tasks:

Introduce innovative strategies for effective project implementation and community mobilization.
Actively participate in planning, budgeting, implementation, and reporting stages of the education project-related components.
Identify the training needs of his/her team members and propose the required training within the available financial resources.
In liaison with Master Trainers Education Field supervisors, and IERPs, identify and acquire equipment and materials that may be required for children with disabilities in mainstream schools, CBE, NCBE, CCs, and PECs.
To ensure enrolment of out of school children in SCA CBE classes and maintains their leaning in friendly environment.
Make an inventory of all required equipment and supplies using a designed format, take action or report the needs to the Education Project Manager.
Plan for timely delivery of education materials to the field and make sure the distributions are documented properly.
Attend Meetings (Sectorial and Cluster related) if requested in absence of the Education Project Manager
Collect information regarding the infrastructural needs of the educational facilities and develop plans for addressing them in close coordination with the RMO level RDP Unit.
Work in close collaboration and coordination of Disability Programme for effective and efficient mainstreaming processes of children with disabilities from PERCs/VPEC into CBE and in mainstream schools. 
Adhere to the SCA position paper, values and beliefs with regard to the inclusive education and implement it accordingly.
Adhere to the Inclusive and Child-Friendly Education and CBE Policies of the Ministry of Education
Financial Tasks:

Assist Education Project Manager in budget preparations, follow-up, and on-time utilization.
Sign project-related financial documents at his/her level of authority and in absence of the Education Project Manager and upon his/her request considering the financial regulations of SCA.
Training Tasks:

Identify training needs of the relevant project staff specially teachers to enhance their working capacity
Facilitate training for teachers, SMS members and parent based on needs assessment.
Planning, monitoring, report writing, and on-the-spot support to the teachers and SMSs. 
Tasks of inter-organizational relation:

Promotes gender equality and non-discrimination about ethnic, political, and religious backgrounds.
Participate in workshops, seminars & conferences organized by the education programme.
Promotes good coordination with other SCA projects and units on the RMO level.
Tasks of relation with external agencies:

Maintain good cooperative relations with regional and provincial authorities, UN agencies, NGOs, and other stakeholders.
Liaise with other education actors, particularly training institutions as well as the local education authorities with respect to capacity development activities and coordination.

Job Requirements:
Qualifications & Requirements:

Must have bachelor’s degree preferably in Education.
At least 3 - 4 years’ experience in education management within relevant field, preferably in    NGOs.
Adequate experience in working in remote and with hard-to-reach communities.
Within an NGO, UN agency, or similar organization. Knowledge of teacher training in special and inclusive education, early recognition, and screening of children with disability is considered as an asset. 
Adequate experience in working in remote and with hard-to-reach communities.
Good experience of teaching, class and Schools observation and teachers training.
Others:                           

Computer skill at operator level, especially with MS Office packages.
Fluency in Dari, Pashto, and English both written and spoken
Interpersonal and communication skills
Experience of planning and reporting
Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
Honest, proactive and well mannered.
Be familiar with secretarial work
Strong interpersonal and communication skills
Proper computer knowledge at operational level (SCA has MS Office as its standard software) familiar with database is must
Being an Afghan citizen
