The IDP, Returnee, Refugees, and Host Communities legal assistance Project is a partnership project of WSTA and UNHCR in Southeast Region Afghanistan with the legal title of (Protection Monitoring of IDPs and refugee returnees in emergency and protected situations affected families in the Southeast region (Paktia, Paktika, Khost, and Ghazni provinces in SER). The project aims to ensure that the situation of the person of concern is continuously monitored, key protection risks are identified and analyzed, PoCs with a lack of civil documents are identified and referred for further assistance, communities are monitored and community-level concerns are identified and referred for further assessment, ensure to reach out the PoCs with the legal awareness raising and counseling. Additionally, protection incidents will be continuously documented using the protection cluster methodology (Protection Incident Monitoring System). The project will contribute to systematically collecting the evidence for advocacy carried out by UNHCR and WSTA.
Using a community-based approach, protection monitoring in the field will target newel displaced and protected IDPs, refugee returnees and undocumented returnees, and host communities in all relevant Provinces in the Southeast and Central region.
SPECIFIC RESPONSIBILITIES
Under the overall direction and supervision of the Regional Manager at SER WSTA, the Project Manager is responsible to prepare comprehensive action plans, including resources, timeframes, and budgets for the project.
Legal project managers are responsible for overseeing the creation of legal documents and other materials. They work with a variety of different teams, including writers, editors, designers, lawyers, etc., to ensure that all projects meet their donor’s needs and expectations.
Legal project managers may also be responsible for managing the workflow of their team or teams. This might include assigning tasks to individual team members, tracking progress on these tasks, and ensuring that everyone is working effectively together to complete projects in a timely manner.
The PM will perform various coordinating tasks, including schedule and risk management, along with administrative duties, like maintaining project documentation and handling financial queries. Ultimately, the PM is responsible for ensuring the project plan is implemented on time, within budget, and meets high-quality standards. He/she will be fully responsible for working closely with the regional manager to implement the project schedules, resources, equipment, and information. Liaising with donors, partners, and stakeholders to identify and define project requirements, scope, and objectives as well as ensuring that donor needs are met as the project evolves.
Based on RM’s delegation, the PM will be responsible for Monitoring and Control (also covering Reporting) while delegated at different levels of activities. The PM is responsible to help and support the RM in all these technical inputs to the project life cycle. Under the overall supervision of the RM, the PM shall consider the different processes of monitoring, analysis, control, and reporting including but not limited to; Planning, Executing, Monitoring, and Completion of project-related activities, weekly timesheets, reviewing ongoing and completed activities, identifying milestones reached, identifying any problems or issues and respond them with professional feedback, support, and solutions.
DETAILED RESPONSIBILITIES
Coordinate project management activities, resources, equipment, and information
Break projects into doable actions and set timeframes
Breakdowns all project activities in a very professional way and easy to team use
Liaise with donors, partners, and stakeholders to identify and define requirements, scope, and objectives
Closely follow up on the assigned tasks to internal teams and ensure the schedule management
Make sure that donor/partner needs are met as projects evolve
Help prepare, monitor, and track project budget
Analyze risks and opportunities
Oversee project procurement management
In close coordination with the project manager, monitor project progress and handle any issues that arise
Participate in national and international meetings and professionally represent WSTA and act as the point of contact and communicate project status to all participants
Work with the Regional Manager to eliminate blockers
Use tools to monitor working hours, plans, and expenditures
Issue all appropriate legal paperwork (e.g., contracts and terms of the agreement)
Create and maintain comprehensive project documentation, plans, and reports
Ensure standards and requirements are met by conducting quality assurance tests
Regular contact with the project partners, stakeholders, and other stakeholders in the field
Coordinate all project-related matters with the project manager for approval
Any other duties and responsibilities will be assigned by the project manager
Monitoring deadlines and managing case budgets to ensure that cases are handled efficiently and effectively
Providing legal support, such as awareness raising, counseling, and civil documentation to IDPs, Returnees, and Refugees
Creating project timelines and managing projects from start to finish, including communicating with team members and donors throughout the duration of the project
Reviewing civil files to identify key issues
legal team members to ensure that activities proceed smoothly from start to finish
Managing PoC relationships and communicating regularly with DfA about their civil documentation
Supervising paralegals, legal secretaries, and other support staff members to ensure that they are completing their work on time and within specified UNHCR guidelines
Determining whether civil documentation has been resolved successfully by monitoring outcomes and ensuring that all terms are carried out
Job Requirements:
