Job Description:

Maintain up to date and accurate human resources files, records, and documentation.
Preform administrative duties, such as maintaining employee database and sorting emails for the HR departments.
Maintain proper records of employee attendance and leaves.
Maintain the integrity and confidentiality of human resource files and records.
Assist with the payroll functions including processing, answering employee questions, fixing processing errors.
Provide progressive reports to the HYSI management for ensuring effective and timely implementation of the project.
Prepare, and update all the employees monthly list and payrolls with proper available and current departments allocations and Kabul HR for Checking and submit to finance for salary payment
Announce all potential positions and collect their CVs.
Prepare Candidates Evaluation Sheet (Long/Short list) for all announced positions and shortlisting.
Implement recruitment procedures as laid down in HR policy for the positions and keep records of all recruitments.
Provide job offer and contract to the selected candidate and give orientation to new hired employees.
Ensure the implementation of all approved policies of HYSIO
Ensure HR and relevant policies are introduced as required and employees understood and acknowledged.
Arrange interview committee for written test and oral test.
Make separation check list for employees before the last payment.
Complete exit evaluation upon separation of employee.
Continue follow up and check of employees’ attendance sheets and give feedback for any tardiness or absentees to line manager.
Perform scanning of HR documents on monthly basis and send them to Kabul office.
Responsible to coordinate the employee annual appraisal for each employee according to their annual anniversary dates. Ensure that all employees are evaluated by their line managers at the end of probation period and annual performance appraisal due date.
Maintain HR office files in proper way and keep records of all correspondences.
Prepare certificate of services for all employees at the end of employment with HYSIO
Provide monthly report such as Leave record, new hired, separated employee etc.
Any other duties which is given by the HYSIO management.
 
Job Requirements:
Graduate level in HR/Management/Business/ BBA/ Social Sciences (Essential)
Master degree on HR and general management will be preferred (Preferable)
At least 2 years of experience in the same field with excellent background (Essential).
Communication skills and strong local language correspondence skills. Particularly in fluency in English, Dari and Pashtu speaking /writing skills are required.
Ability to write logical, clear and concise reports.
Able to work over time when required by the line manager or program need, or any other tasks which need to be completed as per organization need basis to related department.

The Homeland Youths Social Inventive Organization (HYSIO) is a non-profit, non-political, nongovernmental, and independent organization that aims to Increase the ability and coordination among service providers to provide quality protective service for children at risk, at achieving youth comprehensive and sustainable development, through providing them with services, programs, and projects to improve the economic standing of the youth and to create new educational, rehabilitation, and vocational training opportunities, followed with mentoring and guidance services. Since its establishment, HYSIO’s activities have been around increasing child protection in emergencies, particularly in the northern and central regions due to having existing strong networks and capacity and other reasons of cultural, local, geographical familiarization, by providing basic needs of the most vulnerable children from various communities such as street working children, children on hunger, IDP’s children, children separated from family and their caregivers including widows who are headed households. HYSIO has been working to promote community engagement by advocating child protection to increase awareness around it or in emergencies by providing shelter and clothing, access to food, safe drinking water, and health and sanitation in the northern and northeastern provinces to respect human dignity when in misery. HYSIO was formed by a group of development professionals who have been working in the diverse fields of reproductive rights, sexuality, and violence against children, women, media, and human rights. The group’s experience coupled with discussions and consultations with experts, donors, and others in the field established the need to form an organization focused on promoting the basic rights of children in addressing issues of education, health violence against children, gender, and human rights.
