Scope of work:
A Health Cluster Manager is over all responsible for the managing and supervising of the HFs related to his/her cluster, on the job training of the HFs’ staff based on BPHS project strategy and priority. Preparation of mission report and making an action plan for improvement of weaknesses in close coordination of head of the HFs and deputy technical Manager. Responsible to communicate HFs needs with DTM/PM and other officers for improvement of health services.
A good relationship with relevant internal Department/officers and relevant partners (DHOs, PHC officer and PHD)
Responsibilities:
General:
Act according to the policy of SAF
Keep confidential with issues related to SAF
Develop Spirit of co-operation and understanding among members of the team
Follows SAF's established policies /SOPs, procedures and objectives; continuous quality improvement initiative works/ performance.
Health Cluster Supervisor
Responsible for the supportive supervision, corrective feedback/follow up measures and on the job training of HFs staff related to his/her cluster.
Responsible to follow up of technical and operation (finance, HR, logistic) needs and requirement
Follow a developed plan of action and give early notice in case of deviations.
Visit, support, supervise and manage all clinics of his/her cluster on monthly basis, and ensure that activities are implemented according to BPHS Project requirements.
To ensure that health activities are in accordance with plans and regulations. Any deviation or difficulty should, when possible, be solved together with the concerned health facility staff.
To take note of the previous records made during the supervisory visits to health facilities.
To examine the clinic performance and its impact on improving the health situation in the community.
Establish proper mechanism for ensuring consistency and accuracy of HMIS data in his/her related HFs including P4P analysis, data management and verification.
To ensure HF’s functionality according to HFs functionality assessment checklist.
To follow previous supervision findings of his/her related HFs and ask HF in-charge and other staff for their actions.
To ensure provision of quality health services through regular implementation of HQIP/IP.
To identify the shortage of medical and non-medical items in the HFs and share with DTM for urgent action.
To encourage the clinic staff to form a good relationship with the community and local authorities.
Check and control of attendance book, running costs, registers, and leave forms.
To be able to do rapid assessment in case of emergencies or outbreaks of diseases, coordinate and report it to the project office for further help.
To assist the clinic in establishing health shura and work toward broad community participation in maintenance and support for the clinic.
To evaluate medicine stock and whenever is necessary collect and redistribute surplus medicine between clinics.
To participate in NIDs and joint monitoring visits with MoPH, PPHD, and other stakeholders.
Enable community health Shura on assessment and evaluation of the HFs.
To develop monthly, quarterly, and yearly plans of action for the visit of the clinics in the designated area of responsibilities.
Assist the line supervisor in the development of a local work plan, budget, and proper reporting.
To carry out training need assessment of the staff.
To assess the individual staff performance at the clinic, introduce staff in need of further training to the health training center and carry out on job training at the clinic.
Assist HFs staff to update the inventory lists of HFs every six months.
To participate in health Shuras meetings and CHWs debriefing days’ meetings.
To check and certify the outreach activity of vaccinators.
To certify the list of night duties for the HFs.
Prepare a weekly report of the cluster every Thursday and share it with PM/DTM.
He/she spent more than 50% of his/her official time will be in the field level for supervision of (HFs)
Any other tasks delegated by supervisor (DTM/PM)
Mental Health Focal Point
Provides regular technical assistance in reporting and follow up on mental health care and disability for health facility staff and CHWs.
Conduct regular supportive supervision of the health facilities in order to ensure mental health care and disability are implemented according to MOPH’s relevant policies
Works hard to promote the concept of mental health care in the catchment areas of SAF.
Assists CHWs and community members in reducing ‘societal stigma’ attached to mental disorders amongst family, neighbors, and community,
Contributes to reduction of the impact of mental disorders on individuals, families and the community,
Contributes to prevention of the mental health problems and mental disorders in close coordination of PPHD at the provincial level.
To assure the rights of the people with mental disorders are protected at the service delivery points and impart the concept of a dynamic link between mental health and associated human rights issues.
Promotes physical rehabilitation services and referral of persons with disability to specialized services providers
Ensures proper implementation of HQIP and QoC standards in all SAF supported HFs in Jawzjan.
Accomplishes any task assigned by his/her line supervisor.
Qualifications & Requirements:
Graduated from recognized Medical University (MD)
At least 5 years’ experience in relevant positions, Experience in NGOs (preferably in implementation of BPHS/EPHS and health projects).
He/she have received related BPHS/EPHS component training in the past.
Computer skill at operator level, especially with MS Office packages.
Fluency in Dari and/or Pashto, both written and spoken, English knowledge will be privilege.
Good Interpersonal and communication skills.
Supervisory, team worker, and analytical skills.
Ability and willingness to travel to all HFs located in his/her cluster.
Honest, proactive, and well-mannered.
Performance indicators:
At the end of the extension period BPHS (HER) projects is at least 6 times supervised.
At least 6 feedbacks are prepared and distributed based on field supervision and monitoring findings
6 monthly updates are submitted to PPHD and MoPH’s related departments by end of the extension period.
Three follow up action plans are developed and effectively implemented by end of the contract.
At least 90% of project related coordination meetings with PPHD/ MoPH, implementing partner and other organizations/ stakeholders are attended/ 100% of Virtual meeting are attended.
Jawzjan BPHS project implementation plan developed and compiled by 10 days in 1st Month of extension period.
100% of technical and financial reports of the projects are submitted to Covid-19 Coordinator/ Program Manager on due time.
All facility sites, including; BPHS HFs including District Hospital, RRTs, DCs and Vaccination center’s drug and commodities requests, consumptions reviewed, analyzed, compiled and submitted to Head office on the timely manner.
Accurate and complete filing system of Jawzjan BPHS (HER) project is established, updated and maintained properly.
100% of assigned tasks with deadlines are accomplished and reported to the line supervisor.
Updated MoPH policy documents, manuals and guidelines are made available at the relevant health facilities.
Regular coordination established with stakeholders in close coordination with the SAF provincial Manager HER Project in Jawzjan,
