Job Description:
Summary of Key Functions
The field supervisor responsible for supervision of CARE, overall field activities of Women Friendly Health Space (WFHS) Project) with provision of technical and operational support to them in any area related to the project scope and organizational requirements. S/He should ensure on project planning, implementing, supervision and reporting of project field activities are in accordance to CARE, Donor and program (WFHS Project) quality standards and all contractual obligations to the donors are met. S/He ensure adequate project monitoring, achievement of agreed milestones, data collection, documentation and reporting, through weekly/monthly planning meetings using agreed work-plans and provide periodic updates to the project manager. The field supervisor is expected to maintain close cooperation with the targeted local communities, project stakeholders and to be able to coordinate and supervise everything related to the field level.

 

Key relations Reports to:
Provincial Manager/project manager, HER program coordinator, Gender Manager,  project beneficiaries, CMP, government relevant counterparts/ partners, NGOs (local and national), forums and CARE internal departments/ teams.

Duty Locations:

Herat Province with regular field visits

     Key Results Expected:

The field supervisor is expected to ensure him/herself about smooth implementation of all WFHS project activities on the ground but in accordance to project budget, work plan and standards. Overall results expected include but not limited to:

To supervise all project components’ activities in the field and ensures effective technical and logistical support and ensures timely implementation of project activities.
Conduct regular supervision visits and discussions with staff on improvement of the project activities qualities and results. 
Maintain professional relationships with team members, promote a strong spirit amongst the team and provide oversight and guidance to enable staff to successfully perform in their roles.
Ensure women and girls access to all of services at the WFHS centers are gained in the given community.
Ensure, women and girls access to the social network at the project targeted location and are using the WFHS center services through strong community mobilization.  
Exchange experience and lessons learnt among the field staffs, WFHSs and Province by Province.
Conduct regular visit to the WFHS centers and ensure that all the plans and objectives of the project are on track and the project is moving forward smoothly.
Establish close relationships with different stakeholders within and outside of the project to improve the project activities results.
Provide technical guidance on Policies related to rights, equity, access to psychosocial services, public health, GBVs Guidelines, during the consultations and partnerships engagements with government bodies and other stakeholders.
Ensure that WFHS center is a safe place for women and girls and the interventions are accepted by the communities.
Strong cultural awareness information to ensure the activities of the centers are well observed and adapted within the target community.
Coordination and consultations with the targeted local communicates and relevant Government and Non-Government organizations for better implementation of project work plan.
Provide technical capacity building programs for project field staff in coordination with provincial team, Gender Team and HERP in Kabul.
Represent the project in meetings with donors and stakeholders, as assigned by WFHS project Manager.
Contribute to the writing of the monthly, quarterly, intermediary and final reports to the donor in collaboration with Project Manager.
Closely monitor project financial activities/ expenses in line with budget allocations for individual line items
Ensure project interventions are in line with government strategy and policy.
Contribute in proposal and budget development related to CARE’s HERP and GBV strategy with CARE’s programs team and in close consultation with PQ staff.
Participate to plan and conduct pre-assessment activities to assess feasibility of potential project sites.
Monitor project action plans and ensure interventions are implemented as designed,
Ensures liaison with targeted communities, maintaining links with CDCs and elders, engaging consistently with beneficiaries and other relevant stakeholders in the field.
Support operation colleagues in provision, distribution and monitoring of project goods, services and etc. in the project areas and for beneficiaries.
Provide reporting inputs for project activities results, success stories and other quantitative and qualitative outcomes, required by MEL or M&R officer.
Assist the Project Manager in development of project implementation plans, strategies, concept papers and proposals;
Make sure that various sorts of reports are timely prepared and submitted;
Establish working relations and coordination and cooperation mechanism with communities, other organizations and authorities at sub office level as well as with stakeholders;
Understanding of the basic principle of humanitarian work, human rights and protection.
Perform of any other tasks as assigned.
 
Job Requirements:

Skills and Experience:

Minimum of 3 years of experience required in supervision of right and equity projects, GBV or humanitarian intervention in local or international organizations.
Demonstrated experience to provide support on protection, prevention and equity, women economic empowerment.
Human relation, managerial/ supervision, monitoring, Evaluation, reporting and budgeting skills and good command of written and spoken English, Dari and Pashto.
Experience in project management, monitoring, Evaluation, reporting and other same or similar trades, preferably with international organizations.
Demonstrate a strong understanding of protection programs in Afghanistan context
Demonstrated coordination and effective communication skills.
Experience in a non-governmental organization or in the United Nations (desirable);
 

Education: Bachelor’s Degree in business administration, community development, protection, social studies, social development, and socio-economic studies and other related fields. Health education degree and Master's degree in related fields is preferred.

      Work Experience: At least 3-4 years of work experiences in protection program/project, GBV activities with a sustained interest in women right, protection and psychosocial activities, empowerment, community development.

 

Languages Skills: Fluency in written and spoken English, Dari and Pushto languages
