Job Description:
General Position Summary 

The Senior Finance Officer main responsibilities are to coordinate and support taxation, MoE six months report, support the field offices on all aspects of financial management of the programs, ensuring compliance with Mercy Corps internal policies and procedures as well as donor regulations. All taxation and six months report, guidance and trainings for the field offices are to be conducted through the Senior Finance Officer in support of the Country Finance Manager and Mercy Corps strategic and operational objectives.

Essential Job Responsibilities

Support daily main office accounting, cash management and finance functions
Provide support and work closely with the Country Finance Manager for all Financial aspects
Manage and lead the full process of the Taxation, follow the tax form procedure with the MoF monthly with supporting documentation.
Updated Monthly SIGTAS Reporting of taxes.
Review and posting tax JEs.
Prepare annual income tax report and follow with the MoF to get annual income tax clearance.
Prepare prepaid accounts Amortization entries.
Balance Sheet Reconciliation on monthly basis
Assist in the training and support of the finance officers in Kabul and field offices, including answering daily questions, training new hires, making field visits, etc.
Effectively stay abreast of donor policies, procedures, rules, and regulations; compile and update applicable local policies; and train Mercy Corps program and partner staff in these policies.
Conduct field visits to ensure Taxation Compliance and identify gaps for further improvement and trainings in consistency, robustness and reliability of Mercy Corps Financial systems and procedures.
 

 

General

Ensure timely and accurate monthly financial reporting to the main Office
Perform financial reviews of relevant financial requests to ensure compliance with MC Policies and Procedures and as per established Approval Matrix
Ensure timely and accurate monthly tax report to MoF.
Ensure timely submission of six months report to MoE.
All other duties as assigned by the Line manager

Job Requirements:
Knowledge and Experience

Hard Skills

3-4 years’ experience in accounting, Taxation and Government Reporting, preferably with an international NGO.
An advanced degree and/or an equivalent of at least 4 years of relevant experience with recognised accounting qualifications.
Adequate understanding of Taxation, donor rules and regulations is required
Previous experience with Mercy Corps is an advantage
Strong skills in accounting management
Demonstrated ability and skills in financial reporting and presentation
Proven ability to translate technical financial data into informative reports
Fluency in English (Verbal and in writing)

Ability to work on multiple tasks and prioritize effectively
