Job Summary:
Under the supervision of the head of HR, the senior HR officer cray-out day-to-day variety of HR and administrative functions required to ensure the HR needs of the program are met and that HR activities are conducted in line with ActionAid policies and procedures and in accordance with local employment legislation and practice.
This position aimed to support the recruitment of ActionAid projects in Kabul including fields and provide necessary support to the HR department in terms of Co-ordinate the recruitment process for new/vacant positions under the supervision of HR HoD in conjunction with the relevant line manager.

Responsibilities and Tasks
Job Responsibilities 01: Recruitment, Onboarding
Under the supervision of HR HoD and in collaboration with the recruitment requester: -
Plan, coordinate and execute recruitments in accordance with ActionAid Afghanistan’s recruitment policy to ensure transparency and competitiveness.
Carry out the day-to-day HR functions of the program as they relate to national staff recruited which include, but not limited to:
Co-ordinate the recruitment process for new/vacant positions in conjunction with the relevant line manager. This includes job descriptions and vacancy review to ensure in compliance with the position and title. And share the document with the HR assistant for filling.
Ensure the new JD and SRF (Staff Requirements From) are align with ActionAid salary grade & classification grid.
Screening and longlisting applications and communicate with the recruitment requester for the final review and use the criteria tools.
Long- list, conducting the written test and interview arrangement.
Participate in interview and selection decision for Senior officer level and below.
Preparing job offer letter for the selected candidate(s) and communicate with the HR coordinator for preparing the employment contract.
Ensure for the transparent process and always signing up the conflict-of-interest form.
Job Responsibilities 02: Onboarding process
Ensure all documents related to the recruitment have shared with the HR assistant for filling and Reference check.
Ensure all new staff provided induction with the ActionAid polices and code of conduct plus on-pagers upon accepting of the job offer. (Ensure all staff read and sign one pager “SHEA, PSEA, Code of Conduct, Whistleblowing, Child Protection & reporting process “).
Ensure that all new joined staff (s)in Kabul are introduced through the email to all staff
Communicate with IT to ensure that new joiner in Kabul receive IT items, in advance/before the person join.
Ensure current staff receive a refresher of one pager in mid-year Kabul & fields with support of HORD.
Job Responsibilities 03: others
Prepare monthly action plan and share to HR HoD
Update regular the mission organogram and keep It up to date.
identifying the risks of fraud and corruption in his/her field of competence and putting in place preventative and monitoring mechanisms this should include the challenges in the recruitment process and shall seek for advice and propose suggestion for improvement.
alerting the relevant focal point in cases of fraud/corruption, SHEA/safeguarding and undertaking corrective action
get trained and oriented from HR Coordinator and stay backup of HR coordinator for pay roll management, final settlement and exit clearance. This shall be made upon the training and orientation given by HR Coordinator.
Any other duties assigned by the line manager
Maintain open and frequent communication with field management concerning all HR issues
Ensure colleagues are informed of the required HR procedures, and be available to answer any HR related questions and to provide coaching and guidance as necessary
Job Specification
Education:
Bachelor’s degree in management studies or social sciences.
Experience:
3-4 years of previous experience in HR department as a recruitment facilitator & liaison with authorities.
Technical Skills:
Proficient computer skills, including Microsoft Office Suite
Ability to conduct various types of interviews (in person, online, phone)
Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
Excellent communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
Ability to travel to the districts of Kabul.
